1) Yes. It can be reasonably said that the actions of the U.S. effectively amounted to sponsorship of terrorism in these events.

2) It is an unfortunate “indiscretion” by an “ally” when it suits the interests of the U.S., and it is “terrorism” when it does not. And by “interests”, I mean economic (read: big oil). I was reluctant to buy into this for years, but now the evidence seems to be mounting.

3) It was worse than I thought. Reaganites in the U.S. armed Saddam’s regime with all sorts of technology and weapons, including chem./bio. weapons.

These sorts of things are what I’m talking about when I say we should look for what enables or causes terrorism and learn from the mistakes we have made.
