This is a reference to Marlon Brando, the American actor. It sounds like this is a line where Kerouac is attempting to convey a slurring drunken speech.

I don’t know of any specific Americanism surrounding “Western Chill”. This might be just Kerouac’s way of saying the continent “rolls” or the land unfolds all the way to the west, or “Western Chill”.
