a word about the embargo

I hear people saying that thousands of people in Iraq died because of the U.S. embargo against them, but there is something fishy about that. Saddam is very rich. He has all those palaces and land and oil and everything...why did he let his people starve? He could have gotten food to them if he wanted to. Does he have any kind of welfare program to help his own people? I doubt it. Is he trying to say that while he was dining in one of his expensive palaces on freshly killed game from his own game reserve, he had no power to keep the poor people in his country from starving?
