I guess that was what Conrad was getting at. Kurtz had originally been an ambitious pro-Belgian "company man" (just as Kurtz in Coppola's film had originally been a rising star in the military). Sent off to man a colonial outpost deep in the Congo, he starts to exhibit "irrational behavior". Good stuff.
