is a stupid fucking rule. Doesn't allow a judge to...judge. To use "judgement". That's why they call them judges. I can see it for things like murder or rape. If you've been unable to stop yourself from doing something really heinous three times, you need to be put where you can't hurt anyone.
But shoplifting some videos? No. Hell, no.
