My two cents'
By it's very definition to publish is to prepare and issue (printed material) for public distribution or sale. Although I fear this definition was coined before the advent of the ubiquitous internet. However the crux of the definition must still remain true. To publish is to make a body of work available for public consumption. Now to differentiate between self publishing and e-publishing is to talk the topic down to semantics. In my view if the work is readily available to the public then yes it is published but in my other view, and I always have two, to have really made it in the writing world one's work must at least have been published by professionals for the purposes of sale.
