good question

the publishing world (agents, editors, etc) does not considering everything written on the net as e-publishing. it has to be a legit e-zine or endeavor.

for example, i'm writing a biographical essay on hemingway that i'll be submitting to litkicks soon, this is not considered as being e-published by the powers that be.
in other words, places like litkicks, or blogs, or personal sites, don't count as a publishing history.
