You seem to be trying to ridicle Kerouac by misquoting from Paul Goodman's book. Nowhere does he say that "all hell broke loose" refers to dining on shrimps in a restaurant.
The event as described in On The Road is where Sal Paradise is a security guard in a barracks, trying to calm down a bunch of drunken seamen who were rioting and throwing broken bottles around. A little more dramatic than the scenario you present, I think you'd agree?
