this seems to be a hallmark of the Bush dynasty.

Noriega went from being a client and agent of the Reagan regime (with bush sr as contact man) to suddenly being a sabre rattling, dope dealing hazard to the hemisphere. It also didn't hurt that he was sitting on the Panama Canal which the Republicans and their oil and shipping sponsors needed to control.

And then Saddam who was also a client and sponsoree of the Reagan administration became the villian because he was sitting on the largest oil reserves outside Saudi Arabia.

Our foreign policy has been created in corporate boardrooms and the public will probably never know what has really been going on.
