I think the challenge is to find the moment, or moments, in the event. Find specific images that resonate, instead of trying to cover the whole grand idea in three lines. For example:

calm sea
soldiers smooth out the flag
over the coffin


Or here's one I did:

heavy rain
a Baghdad recruit’s hand slips
from the body bag

That was after the recruit building got bombed back in what? Febuary? So it is possible to do a political haiku, you just have to narrow the scope to moments...
