And you've ignored my question too, for example, you say: "They don't have the basic infrastructure to do that...", but my question was precisely about things like that: why? Africa is The Cradle of Mankind -- how come we have the infrastructure and they don't? They had many more millions of years than anyone anywhere else to build it. (?)
And, as a small aside (a repeat too), if they don't have the infrastructure, why is it that you seem to assume that we owe it to them? And if someone does (though it's unclear why), why the U.S.? Why not Saudi Arabia? Why not North Korea? Why not France? That's just an aside, of course.
