The Author Suggests Segregation

"But today, if Arabs and Africans can't get along in the same country, perhaps they shouldn't be in the same country."

Wouldn't that not only be considered yet another example of arrogance and imperialism? But more importantly wouldn't it go against the very values we've been fighting for for so long? (The right of a free people to live where they choose within their own country)

If none of these questions are important to ask, perhaps the we can assume that the author would find some other magical way to segregate 39 million people stretched over a million square miles. If we can't tempt them with bait then maybe by force?
