they all do, but Saddam had worked especially hard during the preceding decade to put himself ahead of the queue. He was the worst of them all, and by taking him out two goals were achieved: first, he's gone now, and second, the rest of the pack, who were not quite as brazenly obnoxious, got an objective lesson (that is, one hopes they did; Qaddafi certainly did.)
