There's a difference between
"forcing Iraq to comply with its own agreements" and a costly, ill-timed, unnecessary (in my opinion) invasion and open-ended occupation of Iraq. I think you're trying to compare apples and oranges here, to say the least.
But I do think that Clinton dropped the ball on this issue. I won't argue that. He didn't do nearly enough to force Iraq's compliance when the problems arose. (And my personal bias/take on this is that Ken Starr's 1998 witch hunt directed at Clinton certainly didn't help matters, and may well have compromised the Administration's ability to govern with full effectiveness.... so, if you're into playing "sides", as you so clearly love to do, then consider that as well).
